U.S. Secures Tariff Phaseouts Of 25 Years For Japanese Autos, 30 For Trucks

ATLANTA -- Under the Trans-Pacific Partnership (TPP) deal announced this week, the United States will eliminate its 25 percent tariff on trucks after 30 years, and its 2.5 percent tariff on automobiles after 25 years. Under a U.S.-Japan understanding from April 2013, the phaseouts on all motor vehicles will be "backloaded to the maximum extent." That agreement had also provided that the treatment for motor vehicles from Japan under TPP would "substantially exceed" that provided in the U.S.-Korea free trade...

Both of these figures are under the “net cost” method used in the North American Free Trade Agreement (NAFTA), which is calculated by considering only the costs directly related...

The head of the association representing Mexican auto companies this week said his group was “comfortable” with the 45 percent regional value content requirement for finished motor vehicles included in the Trans-Pacific Partnership (TPP) agreement, even though North American automakers had previously pressed for 50 percent. Speaking at an Oct. 7 press conference in Mexico, Eduardo Solis, executive president of the Mexican Automotive Industry Association, also argued that the 45 percent threshold for vehicles is “comparable” to the 62.5 percent...

Hatch Signals Potential TPP Changes; Ryan Withholds Final Judgment

Senate Finance Committee Chairman Orrin Hatch (R-UT) on Wednesday (Oct. 7) repeatedly signaled the possibility that the Trans-Pacific Partnership (TPP) deal as announced may have to be changed to be satisfactory to Congress, as he questioned whether it meets the negotiating objectives laid out in the fast-track law in such areas as intellectual property protection for biologic drugs, shielding tobacco regulations from investor-state challenges, and labor commitments. He noted that the Obama administration and 11 other trading partners over last...
