Commerce proposes lower duties for fertilizer from Russia, higher for Morocco

U.S. fertilizer imports from Russia could soon face lower duties, while those from Morocco could be raised, the Commerce Department said on Monday, the latest step in a politically sensitive countervailing duty case.
