The U.S. has fully implemented the recommendations stemming from a World Trade Organization dispute ruling faulting the Commerce Department’s countervailing duties on Spanish olives, the Office of the U.S. Trade Representative contends, although the European Union does not agree and the two sides continue to engage on the issue.
