BIS forgoes differentiating between emerging, foundational technologies
The Commerce Department’s Bureau of Industry and Security this week said it will not distinguish between “emerging” and “foundational” technologies when issuing export controls. BIS on Monday published a proposed rule for export controls on marine toxins in the Federal Register. In doing so, it proffered a new way to implement the Export Control Reform Act of 2018.
