Commerce launches review of Russia’s market economy status

Citing factors stemming from Moscow’s invasion of Ukraine, the Commerce Department has launched a review of Russia’s market economy status, setting up a potential policy shift that could lead to increased antidumping and countervailing duties on Russian imports. Last October, as part of a trade remedy case involving urea ammonium nitrate fertilizer, Commerce completed a review of Russia’s market economy status and determined that Moscow’s failure to implement market-oriented reforms had not yet warranted the non-market economy label.
