At WTO, Canada Takes Aim At U.S. Paper Duties, Adverse Facts, 'Leveling' Act

Canada has taken the first step toward dispute settlement at the World Trade Organization by requesting consultations with the United States over its countervailing duties (CVD) on Canadian supercalendered paper as well as the way the U.S. applies "adverse facts available" in trade remedy cases, arguing they violate trade rules. The latter complaint includes a challenge of a key provision in the "Leveling the Playing Field Act" that Congress passed last year as part of the trade preferences renewal law...
