The Obama administration last week unveiled the details of its proposal for transitioning the main U.S. customs user fee, currently calculated on an ad valorem basis, to a four-tiered system that would impose fees ranging from $30 to $500 on shipments depending on their value, according to sources familiar with the proposal.
