U.S. appeals WTO dispute to non-functioning Appellate Body

The U.S. on Wednesday appealed a World Trade Organization compliance panel with India over countervailing duties to the non-functioning Appellate Body it hobbled, blocking India from retaliating against alleged U.S. non-compliance indefinitely. As of last week, the Appellate Body can no longer hear new appeals after the terms of two of the three remaining members expired, leaving the body without a quorum.
