Sen. Warren: GSP must be paired with TAA -- sans retroactive benefits

Lawmakers must renew Trade Adjustment Assistance as part of any deal to reauthorize the Generalized System of Preferences and should not provide retroactive benefits to importers once GSP is restored, Sen.
