IPEF talks not expected to be traditional trade negotiations, leaving structure unknown

The novel structure of the four-pillared Indo-Pacific Economic Framework and the administration’s decision to pursue it as an executive agreement that won’t run through Congress has left stakeholders unsure of how the negotiations will proceed.
