IPEF talks not expected to be traditional trade negotiations, leaving structure unknown

The novel structure of the four-pillared Indo-Pacific Economic Framework and the administration’s decision to pursue it as an executive agreement that won’t run through Congress has left stakeholders unsure of how the negotiations will proceed. Ahead of the IPEF launch last week, Commerce Secretary Gina Raimondo said members of the framework -- now numbering 14 after Fiji’s addition -- would begin “scoping out each pillar” in the coming weeks.
