Greer: China realizes it 'overstepped’ on rare earth export controls

China has signaled that it “overstepped” in imposing new export controls that triggered President Trump to threaten higher tariffs last week, U.S. Trade Representative Jamieson Greer said on Tuesday, though Beijing’s public statements on the measures have appeared consistent.
