Commerce spares 51 companies from steep duties in countertops case

The Commerce Department has revised its method for calculating dumping margins on quartz surface products from India for 51 non-respondent companies, discarding steep preliminary rates that had stemmed from a late filing by one respondent company. Commerce’s first administrative review of an antidumping order on quartz surface products -- like countertops -- from India had spurred concern last year from homebuilders and some lawmakers after the agency in its preliminary determination applied adverse facts available to the late-filing respondent company...
