Cassidy, Whitehouse eye movement on bipartisan emissions tariff bill

Sens. Bill Cassidy (R-LA) and Sheldon Whitehouse (D-RI) are looking to move quickly on a developing proposal for a fee on emissions-intensive imports, citing economic and geo-political incentives they believe could drive support for the measure -- including from the Trump administration.
