Hogan pessimistic about U.S. talks as election approaches

Trans-Atlantic trade talks have yet to bear fruit and progress is not expected as the U.S. heads into election season, EU Trade Commissioner Phil Hogan told a meeting of member state trade ministers on Tuesday.
