USTR: Pandemic has slowed USMCA implementation spending

U.S. Trade Representative Robert Lighthizer this week defended the administration’s use of funds appropriated to implement the U.S.-Mexico-Canada Agreement, which has been slowed by the pandemic, and said Mexico was ahead of the curve in meeting some of its labor obligations.
