OTTAWA -- The United States has put forward a proposal in the NAFTA talks for a textiles chapter designed to limit exceptions to NAFTA’s yarn-forward rule of origin, but the chapter is being met with opposition from the apparel and retail industries as well as Canadian and Mexican negotiators, sources here told Inside U.S. Trade .
