WTO panel established in U.S.-Turkey steel dispute; no agreement on filling Appellate Body seats

In response to a second request from Turkey, a World Trade Organization dispute settlement panel has been established to review U.S. countervailing duty measures on a slew of steel pipe and tube products from Turkey. The U.S. reiterated its disappointment that Turkey is asking the WTO to review CVD determinations that the U.S. said were vacated via domestic litigation.
