India is blocking the appointment of the Brazilian ambassador to the World Trade Organization to serve as the new chair of the Negotiating Group on Rules, which is in the midst of contentious -- and time-sensitive -- negotiations on illegal, unreported and unregulated fishing subsidies, according to a Geneva source.
