Rep. McCaul plans legislation to create ‘50 percent’ Entity List rule

Rep. Michael McCaul (R-TX) is developing legislation to subject affiliates that are at least half-owned by companies on the Bureau of Industry and Security’s Entity List to new restrictions, he said on Thursday, describing -- without mentioning -- a regulatory effort BIS unveiled in September before pulling it back this month.
