Mexico's 2019 budget proposal has no funds for labor reform

Mexico's 2019 budget is unlikely to include money to implement labor reforms called for in the U.S.-Mexico-Canada Agreement, with officials saying President Andrés Manuel López Obrador's administration cannot allocate funds until legislation enacting those reforms is signed into law. The budget was approved by the Chamber of Deputies on Dec. 19 and the Senate on Dec. 20, according to Mexican press reports. AMLO has yet to sign it into law.
