Commerce issues preliminary CVD determination in aluminum foil case

After postponing judgment in May, the Commerce Department on Aug. 8 issued its preliminary countervailing duty ruling on Chinese aluminum foil imports, determining that some producers have been benefiting from state-sponsored subsidies.
