Commerce issues final affirmative rulings in solar circumvention probes
The Commerce Department has concluded that Chinese solar companies are evading longstanding trade remedies on Chinese solar modules and cells by finishing their products in four Southeast Asian countries before exporting them to the U.S. Commerce’s decision, announced in a draft Federal Register notice on Friday, largely resembles preliminary determinations made by the agency last December in the investigations, and will result in duties on solar products from Cambodia, Malaysia, Thailand and Vietnam that will match antidumping and countervailing duties...
