Canada, Mexico point to NAFTA provisions as reasons for exclusion in solar case

Canada, Mexico and other foreign governments are blasting the premise behind the U.S. International Trade Commission's solar safeguard investigation -- the first safeguard case filed since 2001 -- arguing it is violative of U.S. commitments under the North American Free Trade Agreement and the World Trade Organization.
