Arbitrator: U.S. must implement ruling in Korea washers dispute by end of year
A World Trade Organization arbitrator has ruled that the U.S. has until Dec. 26 to fully implement an appellate body decision that found the Commerce Department's method of calculating dumping margins for residential washers from South Korea -- including the use of “zeroing” -- was inconsistent with WTO rules.
