Appeals Court judges question national security definition in Section 232 steel challenge

A three-judge panel at the U.S. Court of Appeals for the Federal Circuit last week questioned the amount of discretion the president enjoys under Section 232 of the Trade Expansion Act of 1962, hearing arguments in a challenge that could be headed to the Supreme Court.
