Rep. Stephen Fincher (R-TN) plans to offer at about 6:30 p.m. Monday (Oct. 26) a procedural motion which will trigger a chain of events that proponents of reauthorization of the Export-Import Bank hope will lead to House passage of Fincher's renewal bill, according to congressional sources. But the process will offer Ex-Im opponents a slew of opportunities to kill the bill through a variety of parliamentary maneuvers.
