Appropriations Committee Attacks U.S. Payments To Brazil In Cotton Deal

The House Appropriations Committee this week showed its discontent with an annual payment the U.S. makes to Brazil to ward off retaliation until the United States changes its cotton subsidies and export credit guarantee program to comply with an adverse World Trade Organization ruling.
